The city of Zutphen is located in the northeastern part of the province of Gelderland, the Netherlands, with a population of almost 40,000 inhabitants, according to the 2020 census. Zutphen is not a big city, being located between the IJssel River and the Twente Canal. The Berkel River flows into the IJssel at Zutphen and flows through the city center. This is not a coincidence, because in the past, water was essential for trade.

However, in addition to its splendid landscape, it has a unique point of attraction. Walking along the Ijssel River offers many opportunities to enjoy the relaxing beauties of this river. Art and history enthusiasts are fully satisfied with the two museums: the Municipal Museum, with its collection of artifacts, and the Henriette Polak Museum, with its collection of modern art. Walking around the old town, you will find a wide variety of historic buildings.

Librije is unique, it is the beautiful library of related manuscripts, a well-preserved library, dating from the 16th century, built on the structure of Walburg Church.
From Martinetsingel you can admire the appearance of the city from the beginning of the Middle Ages. The old city wall is preserved in all its splendor and behind it are the picturesque roofs of old houses. Also here is the Drogenaps Tower, dating from 1446. Another captivating landmark, witness to the glorious past, is the Berkel ruin in Hagepoort Square.

Zutphen is surrounded by various regions having both a special, natural beauty and historical, cultural value, such as Akhterhoek, Twente, Overijssel, Range, Salland, Weluwe.The city is easily accessible, benefiting from important connections (roads, railways and waterways), which is an additional reason to visit this exquisetely beautiful city.
The contact between Satu Mare and Zutphen has been established in 1970, in the context of the terrible floods in Romania, which seriously affected Satu Mare County.
The "Friendship Protocol" was signed in 1970 in Satu Mare, being among the oldest in our country and consecrating the close friendship between the two cities. From the information that exists from that period, the connection between the two cities is the first of its kind between a city in Western, Western Europe and a city belonging to the communist bloc, located at that time behind the Iron Curtain. The Friendship Protocol between the two cities was the basis for the signing of the "Twinning Agreement" between the two cities, two years later, in 1972. In 1990 was established in Zutphen "Coordinating Committee of Twinning Relations Zutphen - Satu Mare" , composed of volunteers. It is financially supported by Zutphen City Hall and is responsible for organizing joint events.
In 2005, the implementation of the first Logo East I project (funding program of the Ministry of Foreign Affairs of the Netherlands) began, implemented by the two town halls and the Tartu town hall in Estonia. The main objective was the development of administrative capacity through exchanges of experience. Two other projects followed, Logo East I and Logo East II, one focused on improving human resource management at the Satu Mare Public Social Assistance Service, and the second, at Satu Mare City Hall, in which hundreds of employees benefited from the exchanges of experience and training sessions organized in both cities and whose manager was Mr. Jacques van Trommel. The last meeting within these projects took place in 2011. 
In 2007, the “Casa Sătmăreană Foundation” was established, which had among its founding members representatives of the two City Halls, the Institution of the Prefect of Satu Mare County and businessmen from the two cities. In 2008, a three-year implementation of a Matra project (funded by the Dutch Ministry of Foreign Affairs) began by the Sutfene Foundation and Organization in Zutphen, of which Bonnes Venema was also a member. founder of the Foundation. The project, entitled "Together for the elderly, together for home care", aimed to organize exchanges of experience for nurses in Satu Mare and training sessions in Satu Mare and Zutphen for managers from Satu Mare active in the field of care for the elderly . The most important achievement of the Foundation was the inauguration, in 2011, of the “Silver Home”, a residential center for the elderly, located in Viile Satu Mare.
The municipality of Satu Mare celebrated 40 years of twinning with the municipality of Zutphen (Netherlands) in 2010, which was declared the "Year of the Twinning". A joint book and DVD of the two cities were made, dedicated to such a special and lasting twinning relationship.
